Notes/What We Know: This young girl—likely under a YEAR old—is currently overwhelmed/paralyzed by fear. 

She’s so nervous that she isn’t ready for leash walks yet. With no owner info or chip found, total blank slate. 

Needs a quiet, patient setting to show her that the world isn't such a scary place!
