What?
Citizens' Assemblies gather in different cities of the world, inviting randomly selected citizens to decide on pressing public issues. The selected groups of citizens represent the existing diversity of the city's population, and the discussion is structured so that participants can make complex informed decisions. Each Assembly has its own structure, conditions and goals, but the decisions reached at such meetings are not always taken into account by politicians and officials.
In November 2021 a group of activists, city planners, architects and moderators teamed up to create their own Citizens Assembly and test it in Saint Petersburg. This experimental Assembly gathered 21 citizens from a variety of backgrounds to formulate the grassroot agenda of the city – a list of topics that concerned all of the participants.
