As usual..need your help please

I need your help and advice as usual, once again, I am on cross - roads. Well, you know the story, I am on a consultancy pay-roles with Tech Mahindra. I had to come down to Pune for family but I decided to make that move only because I was promised that I will be taken on company-roles within 2 months. Its already 7 months now since I have been pleading and asking - no avail. Its affecting me in terms of making use of the what we employees usually make use of.
Anyways, now i was looking for a change, and I got an offer at Dell International Serives, but the profile is very different from what a CCIE aspirant would want to prefer. They say, my profile and designation is - IT Infrastructure Consultant! What it means is, analyzing the IT infrasturcture of an organization and recommending  changes where ever necessary to make sure that their investment is properly utilized as per the requirement of the nature of their business.
I have no clue what that means in reality, but I know for sure that I wil be asked to do all donkeys work in some way or the other.
I feel that, its a great profile but will it help me in anyways achieve my goal ? Having said that, is my current profile helping me in anyway ...huh ? I would say, NO. Its not. The only thing I am going to miss by joining Dell, is access to Routers and Switches.
What I am thinking now is, how is gaining access to Routers and Switches helping me prepare for CCIE ? No way.
I think, if they can give me the package I asked for (7.00 Lacs p.a), I should go.
Please advice...

1. Job location for Dell ?
2. What is your current profile ? Do you have access to CCO ?
3. Will you have access to CCO at Dell ?
4. Among both companies, which one have partner relation with Cisco ?
5. What is the status of your business unit, I mean how stable is your business unit ? Is there any chance of cost cutting coming/hitting you ?

I have answered your questions below..
 
1. Job location for Dell ?  - Pune
2. What is your current profile ? Do you have access to CCO ? - Current Profile is L2 Network Engineer, troubleshooting P2 LAN/WAN issues. I do not have access to CCO
3. Will you have access to CCO at Dell ? - Not sure yet, but will find out
4. Among both companies, which one have partner relation with Cisco ? - Neither are Cisco Partners in terms of helping me do certifications for free or etc..
5. What is the status of your business unit, I mean how stable is your business unit ? Is there any chance of cost cutting coming/hitting you ? - Well, the nature of business looks like, this is a more of a new proactive step taken by Dell to provide consultancy services to its clients to ensure optimization of their existing Infrastructure. They garuanteed me that its a stable job and there wont be any cost cuttings etc
