Unable to renew expired client cert

I'm running Win NT and CMS 4.1.
From my reading of the manual on page 619 it says that a server even
accepts expired certificates for the renewal process.
I have a user who does have an expired certificate and when she clicks
on the Submit button on the renewal form the system says that she has an
expired certificate and will not proceed with the renewal.
Anybody have any ideas about what's going on or how to get around this?
