how to decode the getRelativeDescriptor with C/C++

Hi,
I ask this question is because I want to display the result of
getRelativeDescriptor out of mozilla firefox, detailed information
could be seen here: http://forums.zotero.org/discussion/12339
The utf-8 filename(for e.g., Chinese, zh_CN.UTF-8) encoded with
getRelativeDescriptor, from the source code note, is utf8, but could
not display in utf8 environment.
So, how to decode the getRelativeDescriptor with c/c++ code?
