Localization problem in NG-installer (Mozilla Firebird)

Hello.
Mozilla Firebird 0.8 will be released soon and I want to localize
Next-Generation installer of Mozilla Firebird. In 'Localizing Mozilla'
we can use mozip.exe to extract the installer.

I can extract Mozilla 1.6's installer, but not Mozilla Firebird's. In
Japanese forum, Japanese friends say that they successfully do it in
WinXP and Win2000 but failed in Win98SE. And my environment is WinMe.

I don't have any building tools and want to make localized version of
Mozilla Firebird installer.

Any help?

mozip is able to extract/compress both Mozilla 1.6 and Firebird 0.8's
official installer. I've just tried few days ago.

And due to Windows API, non-NT based environments may lead to problems.
ME/98 are both non-NT environments.

You must change to 2000/XP.
Or maybe you can try to get the source and compile it on your 98?
I haven't tried that because I couldn't find any 98's nearby...
