There are different version branches, 38 and 45 (this will some day soon
be 46), depending on which one of those you install, they will keep
within that branch.
Not sure why you got an older version than 38 when you downloaded, that
you have to ask mozilla, could do with which patch level you have on
your windows installation or browser user agent.
Don't know as on my OS I get thunderbird as part of the OS update.

The latest installers for Thunderbird do not work on some versions of XP.

However, Thunderbird's built-in upgrader does work.
So if the site sees you are running XP, it serves you version 38.5.
What you are supposed to do is install version 38.5, and then use 38.5's
built-in upgrader to upgrade to the latest version 45.2.

the latest is version 45.2.0. To see the version, hover over a link
and see the version number in the URL, for example
