I find it a little frustrating that Netscape's news admin seems to
listen to Jay's requests more readily than he listens to mozilla.org's.

Uhm... what about the developers newsgroup for printing
developers&&contributors (we're begging for that since years for it
without success (like
http://bugzilla.mozilla.org/show_bug.cgi?id=116454)) - I guess noone is
working on that, right ?

Can't you see what can be done about mozilla.*? There's no reason why a
separate hierarchy needs a separate server. All newsgroup server
software I know of can handle multiple hierarchies...if any couldn't, it
couldn't handle Usenet.
