How to control the contents in firefox "tools" menu

I built a firefox browser for my embedded device from the 3.0.7 source
code. I only specified minimu build options in the mozconfig file when
building. When I used the resulting browser on my target device, I
found that its "tools" pulldown menu does not contain all the usual
menu items, such as "options" is even not there.

When I used it to access some multimedia contents, I also got a
message saying like "javascript was not activated ...". Is it the
case that javascript is on by default in this version of firefox?

Does anyone know what I should do to ensure that the "tools" pulldown
menu has the same contents as in the official firefox release? Is it
because I should add some special options in mozconfig when building?
If so, which special options?
