code
for cross-browser compatibilities for both css stylesheets and
javascripts?
impossible to remember who respects what and who doesn't follow what
standard.

No, that sort of work is still done by humans. At a very high level,
you could simply look for mechanical Turks like jQuery. Those are
only fleetingly compatible with the latest browsers as little men
inside are constantly adjusting them to suit their take on the latest
outlook. ;)
