dial-up now pops up with browser; never did so before

I have used netscape for years, and I do not want it connect to the web
on its own.

Using "Work Off Line" does no good.

How can I stop any and all parts of netscape from triggering itself to
dial to go on line?

Dear Agnelo Campanella,

I, assuming that your problem is unsolved, would like to provide you with the
following solutions:
1. Go to the System's Control Panel, open the Internet Options and look in the
'Connections' tab. Under 3 options, choose 'Never dial a connection'.
2. In Netscape (7.2), type about:config in the location bar, and when the hidden
configuration panel appears, type network.autodial in the filter box. You should
find a preference named 'network.autodial-helper.enabled' (without the quotes).
Check if it's value is 'true'. Right click on it and modify or toggle the value to
false.

The above steps should get your problem solved. If not, reply back.
