Software Virtual Servers

Little situation,

My company wants to setup all our domains (basically over 1000) on the
server. Currently, we have about 200 of them setup using software virtuals
under one server with some of the software virtuals set to 3 or 4 IP
addresses. I remember my old boss try to setup more servers under the
Enterprise sever and we were going to try and setup software virtual servers
for each server and see if this works. Their main goal is to have these
extra domains redirect over to another site.

So here are my questions:

If I setup another server, I should just be able to create 25 software
virtuals under that and i should be able to get pages to view?
How do I assign a IP address in DNS to the domain for each software virtual
server?
Is their another way to have these pages redirect are must I setup these
domains?
