help... netscape 4.x with hier menus

Dear net users,

We are facing a problem where the hierarchy menu (www.javascript.com ver
4.1.2) does not load when we have a web page consisting of 2 frames.
Apparently, the hier menu is not loaded.

It will only load when you refresh. See our live server at URL,
http://www-eng.tp.edu.sg/

Anyone with any tips will be greatly appreciated!
