IMP_LIMIT has been reached - What does it mean?

Like the previous Error Definition message we also are getting these
IMP_LIMIT messages. For example...

[02/Dec/1999:09:52:04] failure ( 1674): IIOPexec CORBA exception
CORBA::IMP_LIMIT. Minor code: 0 Completed: MAYBE

They tend to be related to our busiest WAI services. However, I have
found no evidence of multiple users hitting the same service at the same
time. It happens in the morning when the WAIs are fresh and unused as
much as in the afternoon after considerable usage. It does not bring
down the WAI. It seems to be more of a system-wide resource issue.

Any ideas out there.
