WAI vs NSAPI filter

I know how to write an NSAPI filter that will take all HTML and image
requests and allow me to change the output.
1) Can this be accomplished with WAI? If so, can someone point me in
the correct direction as to how to do this?
2) Using IIS (Microsoft's Web Server) I can grab all data (html, images,
etc.) right before the web server sends it out to the requesting
browser, and make changes to the data at that point. Can this be
accomplished with either NSAPI or WAI?
