Netscape select list problem...memory problem?

I am running IIS 4.0 on NT4sp6. I have an html page that has a long
dropdown select list on it (maybe 300 to 400 rows) that doesn't work
properly when sent thru ssl but does when sent thru regular http.

The code gets to the broswer (view source), but the select list
doesn't render/display. If I submit the form that the select field is
in, the field in question does not submit with the form. If I press
back then forward several times it usually renders the field. Reloading
also helps.

I've reproduced the problem in Netscape 4.06 and 4.75. Tried the
reproduce the problem in IE 5 and it worked consistently.

Another note: I've been told (but haven't researched it yet) that
some of our PDF forms don't open in the Acrobat Reader plugin when sent
via SSL (but work fine on non-SSL connections). This issue might be
related.

Has anyone seen this behavior before? Any ideas on a
fix/workaround?

Also, the problem doesn't usually appear unless other applications are
open. Opening more apps causes the problem to happen more consistently.
Closing all of them and reloading nearly always fixes the problem.

Machines with more memory (>32 MB) aren't affected by this problem
unless they are running _many_ applications (power users only). Of course,
this being a state institution we have plenty of machines with 16-32Mb of
ram....
