The tarball of NSS 3.1 sources has not yet been assembled, but I think
it will be, probably this month. Look for an announcement in the newsgroup
news://news.mozilla.org/netscape.public.mozilla.crypto
That's where most NSS discussions take place now.
Export controls are still a problem for binary distribution. For a long
time, one could get "retail status" for exporting complete programs, but
not for libraries. That is now changing, and it is now reportedly possible
to get retail status to export shared libraries that meet certain criteria
concerning limits on what the shared library's exposed API lets an application
do with it.
So, I expect that NSS 3.2 will be available in DSO/DLL form, with a subset
of all of NSS's functions exported from the DSO/DLLs. I expect this will
be a very usable subset, consisting of NSS's higher level functions.
That is, I expect it will be possible to do SSL, S/MIME, PKCS#7, and cert
manipulation, but it may not be possible to access the crypto functions
directly with those DSO/DLLs. The sources will continue to all available.
