cannot get publish settings dialog box to open

Hi all,

New to publishing and hosting and have not been able to get NOF pub settings
to open for me, it almost seems locked.

Another user was hosting for me, but now I'm trying to host by myself.
Hosting company is HostMonster and my url is www.magicalsaltmarshes.com

Your help is greatly appreciated
