Positioning Menu when Scrolling

Hi all,

I hope you can help me with this problem, which I've tried everything to
fix.

My site has a master border on top only with the layout below. (arranged in
rows). I've set my actions to reveal a menu (picture file) in the layout
when the mouse rolls over a menu item in the master border.

My problem is that when the person scrolls down in the layout, the menu does
not position itself relative to the vertical position of the layout. It
shows up only where it is physically placed in the layout. I've tried a
number of actions and scripts (Set first line, etc.) but none have worked.
Any suggestions?

I was going to ask that question but thought I would give someone else a

I am not sure what he means about positioning.
