The simplest way to do multi language web sites is to create multiple site
projects in different languages.

Create a single home page (as a separate 3rd project file). Place some nice
welcoming text that can get indexed by spiders and have 2 links to the home
page of each of the 2 languages our have already created.

Make 2 folders on your hosting plan to start with using the name of each
language.

Upload each language to the appropriate location.

Once you get better ad programming you can create a dynamic site that
contains both languages and server based on user preference and cookies
(books have been written on this so you won't find a simple explanation for
how to)
