how do I add a message board preferably using freeserve

I`m trying to add a message board to my site at
www.allonby1.freeserve.co.uk\bbs\index.html but thenew message button does
not work it can`t find a submit-bbs-form.cgi should this be uploaded or does
the server need to support it. im using the publish to windows and perl path
/usr/local/bin/perl.
