California Governor Jerry Brown released a proposed budget for FY11/12 on
Monday that would eliminate all state funding for public libraries.

Brown's shock-and-awe, $84.6 billion general fund budget, which still must
work its way through the state legislature, would cut state spending by
$12.5 billion and include a "vast and historic" restructuring of
government operations.

This would mean the loss of $30.4 million for three of the state's most
important public library programs: the Public Library Fund ($12.9
million), Transaction Based Reimbursement ($12.9 million), and the
California Library Literacy and English Acquisition Service ($4.6
million).

Paymaneh Maghsoudi, the president of the California Library Association
(CLA) and the director of the Whittier Public Library, immediately
condemned the move.

"The revelation ... that Governor Brown is proposing to eliminate all $30
million in state funding for three of California's most valuable public
library programs ...is both disastrous and disheartening," she said in a
press release.

Maghsoudi said that library funding had already been cut 75 percent under
the two previous administrations.

The proposed cuts unveiled by the Governor will not only jeopardize
library hours, staff positions, and the availability of books and
materials, they will also potentially dismantle the cooperative system of
borrowing and loaning books, known as Transaction Based Reimbursement
(TBR), that has existed statewide for over three decades. Incidentally, a
cut of this magnitude to the TBR could make the state ineligible for the
federal match that is a part of this program. Lastly, in 2007 alone, more
than 20,000 adult learners participated in the state literacy program,
benefitting native English speaking adults who have never learned to read,
or the K-12 schooling system has failed them. The elimination of the state
funding for this program would be truly heartbreaking for individuals and
families who desperately need this assistance.

While state funding for libraries has decreased, door counts continue to
rise at an amazing rate for most libraries and library branches, and
staffs are stretched to capacity. In this difficult economy, libraries are
a safety net for many people who have lost their home or jobs and are
using their local library to write resumes, attend workshops on credit
repair, and utilize free access to high speed Internet to look for work or
do research. Public libraries assist our K-12 school children with the
necessary tools to help expand their education, such as literacy programs,
Homework Help centers, books for school assignments, etc. The timing
couldn't be worse for the Governor's proposed $30 million cut to public
libraries."

Library Journal reports that library funding has suffered in the past in
the California Legislature. "The Public Library Fund, which provides
direct state aid to public libraries for basic service, has never received
its full appropriation from the Legislature, but this cut would represent
a new low. In its first year, 1983, the state appropriation was $6
million, and has varied from $56.8 million (80 percent of full funding) in
1999/00 to $12.9 million (12 percent of full funding) in 2008/09."

Brown's office has estimated that California faces a $25.4-billion budget
shortfall. Brown says he's looking wherever he can to save money -- he's
even ordered 48,000 California employees to return their state-paid
cellphones. But he's also had to propose significant cuts: community
redevelopment agencies, welfare programs, and the University of California
and California State University systems are among those hardest hit. "We
understand fully California's dire budget situation and the challenges of
the recessionary economy," CLA's Maghsoudi writes, "but the public
libraries have done more than their share to assist with the budget
deficit over the years by absorbing painful cuts."

This week, the LA Weekly'scover story is a long report on the tenuous
state of the public library system. It's a must-read for anyone concerned
about the viability of big-city libraries in an economic downturn, and in
the literary life of Los Angeles.


Admittedly, the story is tainted by hyperbole. It also glosses over the
severity of our city's budget crisis. Facing a $500 million deficit, Mayor
Antonio Villaraigosa and the City Council were forced to make deep cuts in
order to pass a $6.7-billion budget in June. And while the police were
largely spared, the library was among the remaining departments that were
seriously affected by the significant cuts.

Today, students in Los Angeles are still venturing to public libraries
and in huge numbers. A recent survey by the Los Angeles Public Library
system shows that 90,000 young people, or 15,000 students a day, visit one
of the city's 73 libraries every week. With most LAUSD schools starting up
this week, libraries soon will be packed.

Many public library systems the five biggies are Boston, New York,
Chicago, Detroit and Los Angeles have faced an ugly two years of
recession-spawned budget cuts and trimmed hours. Yet political leaders who
control the purse strings for the biggest cities fought and saved their
libraries from severe harm.

The city that has not done that is Los Angeles.

Here, Mayor Antonio Villaraigosa executed an unprecedented, and punishing,
raid on the libraries. Last spring he convinced the City Council to close
the city's central and eight regional libraries on Sundays, then slashed
$22 million from the 2010-11 budget and closed all 73 libraries on Mondays
beginning July 19.
