setuid bit question

Hi Unix gurus,

We have a problem to fix urgently.

We are trying to call a c-shell program from root and we would like this
c-shell to run under another user.

This c-shell program has the following permissions :
-r-sr-xr-x jiffy EMC add_jiffy_logs

When we try to run it from root, we have the following error :
csh : permission denied

Where are we wrong ?

The operating system is Solaris.
