How to create tags?

Hi. With the change in the tags now we don't know how to create them. Can you help us?

Thanks a lot. This change seems like a delay to me. With how easy it was to create a tag in previous versions.

You can see the discussion around and justification for this change in issue #3703 on GitHub. It was left open for discussion for six months before being implemented.
