The Master's powers

In a number of episodes we see that the master has a certain "power of
persuasion" -- he looks his victim in the eye and repeats what he wants
the victim to believe, such as "You have seen my security pass.", and in
many cases the victim becomes convinced of this. Does anyone know where this
power comes from? It doesn't seem to be inherent to time lords since the
doctor doesn't posses it (as far as I know).

I think the Doctor does possess this same sort of ability-- for
example, Doctor #4 used hypnosis-like powers of persuasion several times
on Sarah Jane. Time Lords do appear to be at least somewhat
telepathic; this probably augments the effect of an exceptionally
strong peronality like the Doctor's or the Master's when they
attempt to influence someone.

How does the Master do that hypnotism? Well it isn't only the Master
but the Doctor as well. They both seem to have that power. Also
the Force can cause this effect. My best guess is that superior
minds have always had control over weaker ones. (just look at
Napoleon).

In his fourth incarnation, the Doctor said that the Master was a brilliant
hypnotist. I don't recall whether or not he mentioned where the Master
learned this skill.

The only time I have seen the Dr. do that was in "Invasion of Time."
He looked at the "glorified security guard," and said something like
"you are getting sleepy." He then handed her the key and told her to do
exactly what K-9 said. Later he had to wake her up to get the key back.
Up to that point, I thought that the Master was the only one with
hypnotic powers.

The Master happens to be a hypnotist (probably one other reason to call
him "The Master").
