I think the Doctor does possess this same sort of ability-- for
example, Doctor #4 used hypnosis-like powers of persuasion several times
on Sarah Jane. Time Lords do appear to be at least somewhat
telepathic; this probably augments the effect of an exceptionally
strong peronality like the Doctor's or the Master's when they
attempt to influence someone.

In his fourth incarnation, the Doctor said that the Master was a brilliant
hypnotist. I don't recall whether or not he mentioned where the Master
learned this skill.
The only time I have seen the Dr. do that was in "Invasion of Time."
He looked at the "glorified security guard," and said something like
"you are getting sleepy." He then handed her the key and told her to do
exactly what K-9 said. Later he had to wake her up to get the key back.
Up to that point, I thought that the Master was the only one with
hypnotic powers.
