[ADMIN] Draft Posting Guidelines Available

A draft version of the posting guidelines for net.support.* has been
posted to net.support.config and net.support.announce, with followups
set to net.support.config. Feedback would be appreciated (I'm scared I
used the word "cancel" way too much, among other things) before I go
making this official or anything. They were written in the wake of
yet another personal upheaval, so I don't trust the tone, but if I wait
to stop having personal upheavals I'll never get ANYTHING done.

That being said, the guidelines ARE, to some extent, official; please
treat them as at least written in a soft, crumbly kinda stone that
feels really smooth on the beach and stuff. I'm such a bitch.
