Site "ndmce" is duplicating articles by mashing message-ids

The site "ndmce" is screwing up news by replacing messages' original
message-id's with its own message-id's. This causes the messages to
be sent twice to each system in the Usenet, since the message-id is
used to tell whether a message has been received already. My news log
files show 66 such messages in the last two weeks. Here is an
example. This is the header of the original message:

I SUGGEST TAKING NDMCE OFF THE NET UNTIL THEY FIGURE OUT THE PROBLEM.

From their map entry, they are running notes 1.7. I have seen this
problem occur before, but I don't know what causes it. Has anybody
fixed this before? If so, call Terry Poot at ndmce: +1 214 739 4741.
