uucp dialin changes for mcnc

Because of recent dataswitch changes and anticipated
hardware changes at MCNC, everyone with dialin uucp
connections to host mcnc should check to make sure
their initial connect sequence is something like:

... "" \r quest-\r-quest mcncgate ogin-\r-ogin ...
The changes from our original connect sequence are the
need to send an initial CR for our dataswitch to autobaud
on, and the use of "mcncgate" rather than "mcnc" in response
to the dataswitch prompt. If you don't already have both of
those changes installed, please update as soon as possible
to avoid communication problems now and in the near future.
