Is anyone aware of such a package for the PC that would be available
commercially or otherwise?

Another alternative which we have begun to look at is to
rewrite the PD "roff" program so that the use of the dot
commands is directly parallel to mm/ms or n/troff. The code
is available in C from many BBS's. There are many limitations
with roff and there is no use in reinventing the wheel
however, if a "real" nroff for the PC is available.

Yes, I have had one for a PC for several years although I haven't used
it yet. The package is called "Carousel Tool Book" and works on IBM PC
and compatables. The "toolkit" is a series of UNIX-like tools with one
of the programs being called "format" which is very similar to nroff.
However, you will have to generate some of your own macros to use with "format".

publishes a complete system of programs for MSDOS with troff, nroff,
eqn, pic, tbl plus support for the HP LaserJet. Their ad is on page 20
of the August 86 "Unix Review". I know they advertise in other
publications as well. The reviews have been favorable.
