Nominet and ICANN practices?

Hi,
I don't know if I'm missing something in thinking that Nominet and
ICANN fulfil similar purposes in similar ways.
I was recently having trouble with a seller of domain names who
insisted on renewing my domain name registrations against my wishes.
Where Nominet was concerned, after some initial courteous
correspondense with a real human being, Nominet de-registered the
'co.uk' domain name on my request.

ICANN, communicated in a much more mechanical and impersonal way about
the equivalent '.com'domain name. Their response was to hand my
complaint directly to the offending party, who then just carried on
being obstructive in the same manner as previously. I wrote again to
ICANN asking who I should contact to get some effective responses on
the matter but there was no reply. Please can anyone tell me, is ICANN
the authorative body I should be trying to deal with, or is there a
more appropriate one?
