CONTEXT
The global Internet now has more than one billion users worldwide. More
than 21 million Canadians, 67.9% of the population, regularly connect
to this network of networks.
As the number of users increases, civil society, consumer associations,
businesses, and academics are all becoming more aware of the critical
infrastructure and processes that keep the Internet running smoothly.
The Internet is unique in that the policies that govern its core
structures are still decided in an open fashion, in keeping with the
spirit with which the network was originally built. Groups and
individuals from all walks of life are encouraged to participate in the
construction of global internet policy.
This means that there is an important opportunity for Canadian
participation.
