The main reason that net.* groups stay in my active file is that they
get no spam, so the signal to noise ratio is still plenty high (almost
no signal, and no noise => high signal to noise).

filtering caught it here.

It was spammed to the entire net.
Clearly, there's an unsound site that needs to be disconnected from
net.* (and wanadoo needs to be disconnected from Usenet, but that's a
separate issue).
