I found recently, upon opening a can of whole jalapenos, that there
were raw carrot slices mixed in with the jalapenos, too. Can anyone
shed light on why this practice might be followed?

It's just a fairly common thing to toss in some carrot and onion when
pickling peppers. SFAIK there's no particular reason except that they
go well together.
