The Washington Post is the most solid site I've run into so far. Of
the sites they link to, www.house.gov is unavailable, thomas.loc.gov
is unavailable, and www.access.gpo.gov is unavailable. The ABC site
also looks responsive (http://www.abcnews.com/report/2toc.htm).
Also perhaps noteworthy, I have seen no signs of any unusual problems
with any of the internet backbones. This is a striking improvement
over the internet circa 1989-1995 or so. I suppose that the Starr
report isn't big enough (as a percentage of total traffic) for this to
be a particularly severe test, but I suppose in one way or another it
is a sign that the net is maturing.
