C-ISAM not "really" closing files.

I am having a problem with C-ISAM on my 3B2. I keep getting "too many open
files" errors when opening normal (open(),fopen()) files. I always close
my C-ISAM files when they are not necessary. I have noticed that C-ISAM
opens do not have this problem. I am thinking that when I issue an isclose(),
C-ISAM does not really close the file. Does anyone know if this is the
case. Is there any way to force a REAL close on the file?

Please respond if you are familiar with this problem. I am stopped dead with
this problem.
