Is owin.RequestUser ready for a vote?

I'm ready to call a vote. If it is declined, then we should have more info on how to fix it. Thoughts?

Note: we edited the issue to indicate the general favor of using only ClaimsPrincipal. I think Seb and I are the dissenters there, and a vote should indicate whether the text in the issue is the favored approach.

Please comment on the issue in GitHub if you have concerns or other corrections. Please also feel free to call the vote.
