Six-year sentence for Tibetan video-maker

Dhondup Wangchen, a Tibetan filmmaker
who has been held since March
2008, was sentenced on
28 December 2009 to six years in prison,
Reporters Without Borders has learned
from his family, which knows little of
the charges on which he was convicted
or his present state of health.

?This self-taught video-maker, who
did nothing but film interviews
with Tibetans, has been given a
long jail term after judicial
proceedings in which his defence
rights were violated,? Reporters
Without Borders said. ?This sentence
is a disgrace for China.?

The press freedom organisation added:
?We call on the judicial authorities
to allow Dhondup Wangchen to file an
appeal and to grant him a new, fair
trial in the presence of a lawyer
chosen by him and in the presence of
international observers.?

Dhondup?s cousin, Gyaljong Tsetrin,
a refugee in Switzerland, told
Reporters Without Borders: ?Iam
dismayed by the fact that the entire
judicial proceedings have been so
unfair. I am also very worried for
Dhondup Wangchen because he is in a
critical situation and the
authorities have denied him the
medical treatment he needs for his
hepatitis B.?

Dhondup has been sentenced in Xining,
the capital of the western
province Qinghai (which has areas
with a large Tibetan population).
A people?s court in Xining last year
refused to allow him to be
represented by a lawyer chosen by
his family. Dhondup has until
7 January to appeal.

His wife, who is a refugee in northern
India, said Dhondup just wanted ?to do
something for Tibet.?

Tashi Wangchuk, the head of the
Association of Tibetan Journalists,
told Reporters Without Borders:
?We condemn this decision by the
government in Beijing, as it is a
violation of press freedom. It is
deplorable that we do not even know
what charges were brought against
him, where he is being held and what
his current state of health is.?

Dhondup was arrested on 26 March 2008
after filming interviews with
Tibetans for a documentary called
'Leaving Fear Behind.?

"A l'issue d'un procès marqué par
les violations des droits de la
défense, un vidéaste autodidacte,
dont la seule intention était de
recueillir des témoignages de Tibétains,
a été condamné à une longue
peine de prison. Ce verdict est
indigne de la Chine", a affirmé
Reporters sans frontières.

"Nous demandons aux autorités
judiciaires de permettre à Dhondup
Wangchen de faire appel, afin qu'il
puisse bénéficier d'un nouveau
procès juste et équitable, avec
notamment la présence d'un avocat de
son choix et d'observateurs
internationaux", a ajouté
l'organisation.

La famille de Dhondup Wangchen
a informé Reporters sans frontières
que le réalisateur de documentaires
autodidacte, détenu depuis mars
2008, avait été condamné,
le 28 décembre 2009, à six ans
de prison.
Peu de détails ont émergé sur
les charges retenues contre lui et
sur son état de santé.

Interrogé par l'organisation, son
cousin, Gyaljong Tsetrin, réfugié
en Suisse, a déclaré être "très
triste que toute la procédure
judiciaire ait été aussi injuste.
Je suis également très préoccupé
pour Dhondup Wangchen car il est
dans une situation de santé
critique. Or, ils lui ont refusé
le traitement médical nécessaire
pour soigner son hépatite B".

Un tribunal populaire de Xining,
capitale de la province du Qinghai
(Ouest), qui comporte des régions
tibétaines, n'a pas permis à
l'avocat, désigné par la famille
de Dhondup Wangchen, d'assister au
procès. La période d'appel expire
le 7 janvier 2010.

Son épouse, réfugiée en Inde,
avait déclaré à propos de son mari
qu'il voulait simplement "faire
quelque chose pour le Tibet".

Interrogé par Reporters sans
frontières, Tashi Wangchuk, président
de la Association of Tibetan
Journalists, a déclaré : "Nous
condamnons cette décision de Pékin
qui va à l'encontre de la liberté
de la presse. Il est déplorable que
les accusations portées contre lui,
le lieu de sa détention et son état
de santé ne soient même pas connus."

Détenu depuis le 26 mars 2008,
Dhondup Wangchen a participé à la
réalisation du documentaire 'Leaving
Fear Behind', en recueillant des
témoignages de Tibétains.
