Intel Quick Sync Video Encoder Download

- spent the whole day on googling phrases "quick sync not working" or " quick sync not available" or "quick sync not detected" etc but most of the solutions cover situations with creating a fake wirtual monitor wherein someone has a discrete GPU + Intel GPU, the solutions which covers only Intel GPU were...try to install an older version of Intel GPU driver because sometimes new Intel drivers have Quick Sync Video broken, I have done it as above, I have installed 4 older drivers I have found: 15.28.23.64.4101 (04/02/2015) and 15.22.54.64.2622 (21/01/2012) , Omega Drivers 3.5, and 4.0, I have found no other older versions of Intel / Omega GPU drivers neither on Intel GPU Drivers Download weppage nor in Google.
When I'm optimizing a video in Plex, an MKV H264 (4GB) takes 30 min to convert to the 'Phone 1080p' preset. But when I'm using Handbrake (docker container) it seems to never finish, I've let it run for 2h and it still didn't finish. I suspect Handbrake isn't using hardware acceleration (Intel quick sync?). I've read that it should be enabled by default (?). Is there something I need to do to enable it? Thank you!
I'd like to bump this. I have the same issue as @Alvin Leong except I'm using Plex. HW transcoding works fine but I can't seem to enable quicksync on handbrake. I've added /dev/dri as a handbrake device parameter so if Quicksync works in Plex it should show up here.
