Carbon Saving Community Obligation: Rural and low income areas

In the attached document it says;

"For the purposes of the Electricity and Gas (Energy Company Obligation) Order 2012, “area of low income” means any of the areas described in each of the rows in the following table using either a “LSOA Name” descriptor or a “LSOA Code” descriptor."

What l need is to determine whether the LSOA code that l retrieve for a postcode exists in the table in this attached document - l could simply create this data in a database table but l'd prefer to use webservices.
