Ms Alka Pathak,

Country Director,

CARE Nepal

Dear Madam,

I am an ex-CARE Staff and presently working with ICIMOD. As one of my voluntary associations, I am Chairperson of Nepal Participatory Action Network (NEPAN) at the moment.

NEPAN was founded as a civil society network aiming to promote participatory approach in development. It was founded in 1995 by senior development professionals of that time. Several professionals working with CARE were also involved in the beginning years. Now, we have 33 founder members, 221 individual members and 31 Institutional members. It is a membership based organization. Many of our members are holding higher positions in different organizations, many have been retired, and some of our members are working as freelance professionals. In summary, we have a rich expertise from diversified backgrounds. I have attached a list of our founders for your information.

I had a chance to talk to Mr Santosh Sharma in an informal meeting about “Underlying Causes of Poverty Analysis – (UCPA)” tools and its institutionalization process in Nepal. We believe that the UCPA tools are the advanced and in depth products of PRA tools. Our conclusion was that NEPAN could be one of the potential organizations to institutionalize these tools are train several other professionals from different organizations later on demand basis.

Therefore, I would like to request you to provide an opportunity for NEPAN to work together with CARE Nepal for the purpose of spreading this set of tools of UCPA in Nepal.

If we get your kind cooperation, the Networks Coordinator Mr Fatik Bahadur Thapa (full time chief of NEPAN) will make follow-up discussions with Mr Santosh Sharma for detail workout together in this regard.

Expecting to hear your positive response,

With best regards

Nani Ram Subedi

Chairperson of NEPAN – from 15th AGCM on 12 Sep 09
