Master meter problem

I can’t ever get the master meter or in air meter to register anything on my Elan. I wonder if I’m routing things wrong? All the meters on the individual channels work great, but I can’t ever get the main meters to move. I know I’m running hot enough that I should be able to see it.

Since you mention in air (on air) meter it suggests that this desk had broadcast use in mind and as such these particular meters may have had an insert point on a jackfield so would appear on separate punch blocks or connectors. This was common practice on UK broadcast desks (which yours obviously isn't). Also the meters may have a 'relay' that flips them to read PFL or AFL that is being activated accidentally.

Presuming you haven't unplugged  a cable sometime.

I kind of inherited this board from a studio in Iowa. The guy who had it built passed away, so it’s been kind of a challenge finding where everything goes. I’ve been using it in my studio for a couple years now, and I use the patch bay to send the channels to my interface. So, really, everything works fine, but I’d like to get those meters working if I could.

You do know about the "Meter Select" switches on the Master/Monitor module? The "Monitor" switch should be engaged. That will show your 2-Mix, or a PFL/Solo selection (basically what you are hearing out of the monitors) on the main meters.

Right. And none of the buttons make anything pop up there. Again, I can see the meters on every channel, but not on the master

I would select "Mult-In" and patch the oscillator into the Mult jacks on the PB and see if you get any action at all. If not, have a look behind the meter bridge and see if the multi-pin headers (8-way .156" Molex, I think) are plugged in to the back of those two cards. If not, BEFORE you try plugging them in, have a look at the bottom edge of the cards and see if there are any signs of the ceramic disc capacitors (probably green, around the side of a dime) being burnt up. This may be obvious, or it may be just a darkening of the green along the base of the cap, between the leads. If you see that, DO NOT connect them. Also, power the desk down before making any changes.
