I'm trying to play a video game with my friends that requires a local wifi network that allows UDP broadcasts. The dorm wifi doesn't allow UDP broadcasts, so I'm trying to set up my laptop as a hotspot. Windows 10 by default allows you to share an internet connection over wifi, but you must have an internet connection to do so. Sharing the wifi connection results in a lot of problems such as constant disconnects, and I don't have access to an ethernet connection to share. Is there some way I can set up a wifi network without actually sharing an internet connection?

I already found some hundred tutorials how to create a new hotspot using netsh, but as I understand it this would create another, different hotspot.Instead I want to use the already configured one. Or does Windows 10 use the same and creates a new hotspot every time but in between only remembers the settings?
So it seems that MS is using a very different technique for the built-in hotspot than the netsh variant. Which brings me again to the question: how can I automate (by script) the enabling/disabling of this hotspot?
I think the only solution at the moment is to setup an autohotkey script to click the button on start up. Windows +A, Shift Tab, down arrow, etc... I need this for a headless PC to allow wifi remote desktop.

Sophos is my edge device to ISP where I've created a lot of firewall rules and Sophos is connected to Mikrotik because of this I can't use firewall rules to block or allow any mac address. My issue is some of the workstation Pc users are using a mobile hotspot to connect to the wifi since the blocked applications in the wifi are allowed on their computers because they're from sales and marketing. So, my problem is I want to block them from using mobile hotspot from windows 11 and connect to the AP for wifi access so that I can control what they're accessing.

Thank you for reaching out to the community, see you can not control the allow/block action if the client connected to the Internet does not have Sophos Firewall as there gateway. So in this scenario, the best thing would be to have an endpoint that control the network traffic, so that even if someone uses mobile hotspot they may not be able to access the sites blocked in your organization !!

SoftAP is not supported in windows except windows7, you can download and refer WiFiDirectLegacyAPDemo source code in the link.
Up IoT Core driver has supported WiFi Direct APIs, it's no problem to support hotspot.
I saw a comment on reddit saying that since mac address is the same, and I previously connected on windows, there is an issue on ipv6 and removing the device from router setting should solve the problem. Unfortunately my router does not have that option.

I'm trying to connect my Nintendo DS to Internet, but my router have a WPA security, which isn't supported by the DS. So I'd like to create a hotspot to share my wifi at home, but with a WEP security or no password at all.
I downloaded some mobile apps too, but none has provided a way to create an open hotspot or to change the security level to WEP. So currently I'm using my mobile data, but I have a bad connection (which doesn't work often) and I don't want to apply some obscure changes to my router in order to modify the security.
