This should work in the following way:

1. On the overview page, the diagram editing controls should *never* be
visible; it's always read-only
2. When you can edit a vocabulary, then there should be an additional tab
called "Overview Diagram"
3. It goes to a sub-page where you can see the diagram with editing controls
4. That page should also have a checkbox "Show overview diagram". If turned
off, the diagram disappears.

This issue has been resolved. The overview diagram shows the editing
controls once the user go through the 'Overview Diagram' tab option. There
is also other option is in the field set of vocabulary edit page
called 'Overview Diagram' that contains a checkbox that enable and disable
the overview diagram in the html view of the vocabulary.
