Importing vocabulary from file blocks on dependancies

Hello,

I am just starting with Neologism. I want to use it to create a vocabulary. I need to reference another vocabulary that I have on disk (it is not published on the web yet). When I try to import that vocabulary, Neologism detects the namespace URIs in the file. I am shown the message "In orden [sic] to get a well detailed vocabulary, install all dependencies as external vocabularies in the External vocabularies/Add new section." However, I do not have access to all referenced vocabularies so I can not install all dependencies. Neologism seems to insist that I first should install all external vocabularies because it won't let me complete the import of the vocabulary that I have on disk.

Is this behaviour intentional? Is there a way around this?
