Issue 204 in neologism (dc:modified daily updated)

Hello,

I've reported a bug http://code.google.com/p/neologism/issues/detail?id=204 a while ago which is still rampant ...

Here is the description: The dc:modified value in the ontology dump file is daily modified even if no modification has been done.

This has an impact on external tools which scan for ontology updates. This is the case in the LOV (Linked Open Voabulary) aggregator http://labs.mondeca.com/dataset/lov/agg/. This would mean that ontologies published via neologism are daily modified which seems unlikely.

As an example, consider the http://vocab.deri.ie/c4n vocabulary.

It would be important to fix this bug.
