I don't think so, but there is a clear screen command in JLine, see
http://jline.sourceforge.net/javadoc/jline/ConsoleReader.html

Feel free to contribute a "clear" command doing that!

Note that control+L only works in the neo4j-shell in the terminal - not in the webadmin console...
