Specially now, with OpenShift Origin - the open source version of RedHat's PaaS.
Here we have a introduction on building OpenShift Cartridges:

And here, we can dive into all available Cartridges:
https://github.com/openshift/crankcase/tree/master/cartridges
All data would be kept using the persistent storage capabilities
(like $OPENSHIFT_DATA_DIR) of OpenShift platform,
not hosted (https://hosted.neo4j.org/), like Neo4j Add-on for Heroku, right?
