403 Forbidden when trying to download 1.8 RC1 via wget or programmatically

I am trying to reproduce [1] and in the process needed to update the Chef cookbook [2] we use to provision
Neo4J Server on travis-ci.org.

I don't have much success: hitting 403 Forbidden responses all the time, with wget, curl and Chef's HTTP client.

Is this intentional? What's the reasoning behind preventing "headless" HTTP clients from downloading the tarball?
