I’m writing to seek your sign-on support for the attached letter addressed to Senator Majority Leader John J. Flanagan, in which we call upon his leadership to bring the Gender Expression Non-Discrimination Act (GENDA) to the Senate floor for deliberation and a vote in 2016. As you may recall, our coalition of organizations and transgender community leaders previously solicited your signatures for a letter thanking Gov. Cuomo for his executive action on transgender-inclusive regulatory protections under the Human Rights Law. We also encouraged you to submit comments in support of those proposed regulations before the deadline last month. As we understand it, the Division of Human Rights received over 40 comments mostly in support of the proposed regulations, and we know this is in large part because of you – thank you!
As the attached letter describes, Senator Flanagan has denounced the appropriateness of Gov. Cuomo’s executive action, asserting that the legislature is the proper place to deliberate such matters. However, GENDA has yet to be brought to the Senate floor for deliberation over the past 13 years, even after passing the Assembly 8 years in a row! We believe that the Senate’s inaction on this issue disregards the harsh realities of discrimination, harassment, and violence transgender and gender-nonconforming New Yorkers experience daily, and its silence serves to perpetuate these oppressive systems by allowing them to continue unchecked.
Now is the time, as the legislative session begins, to call on Senator Flanagan’s leadership to put his political capital where his mouth is, and to bring GENDA to the Senate floor for deliberation and a vote in 2016!
