rear spring shackle breakage

EMT complained of squeak in rear of rig(2009 Express with dual rear wheels). Found that both rear shackles are actually broken away from the bolts--Is this a common problem and what if any problems would I run into trying to replace the shackle---not a whole lot of room between tank and frame to work the inner bolt free and out. Thanks
